Brilliant!!!

I read this from businesstimes.com.sg this morning.

Malaysia yesterday said that it was considering using its chip-based national identity card to prevent visitors from Singapore and Thailand from buying cheap subsidised fuel meant for locals.

I am truly understand the purpose of implementing this system. They simply do not want foreign cars fill with locals petrol. But, the system can never achieve the objective. Reasons are:

We have locals who drive a foreign car?

Also, We have locals ladies who married a foreigners who drive a foreign car.

So, what is the proposal solution?
